After the loss of atmosphere on Mason the oceans boiled off and went into space. However they quickly turned to ice and were caught in the gravitational pull of Sagan 4. Thus creating an icy ring around the planet. This ring now causes frequent ice meteors as the ice falls to the surface of Sagan 4. These rings are not only beautiful but give a light show at night as the falling ice meteors enter the atmosphere. Overtime this ring will disappear and thus raise the ocean levels of Sagan 4.
